The paddocks directly across the Nepean River from Menangle Park have taken a step towards becoming what Walker Corporation says would be Greater Sydney's largest business park. Wollondilly Shire Council announced on 4 August that it has given conditional support to Walker's planning proposal for the Macarthur Business Park on Moreton Park Road at Douglas Park and Menangle — a 400-hectare, $1.9 billion business and innovation park. The proposal would rezone rural land to an Enterprise zone (with an Environmental Conservation zone over the sensitive parts) to allow business industry, commercial offices, large format retail and other commercial uses.
How many jobs depends on which document you read: council's announcement says the proponent believes the project could provide up to 20,000 more local jobs, the lodged draft planning proposal states over 14,000, and Walker's original July 2024 announcement said 10,000-plus. Whatever the final number, council notes that together with Mirvac's separate Southern Gateway Business Park — also on Moreton Park Road — and the Wilton Industrial proposal, plans for more than 20,000 local jobs are now progressing on our side of Sydney.
The support comes with strings attached. Council wants critical infrastructure delivered before the precinct — including a new full interchange with the Hume Motorway and an east-west link road from the Hume through to Appin Road — plus conservation of environmentally sensitive land and protection of a significant portion of koala habitat. Mayor Matt Gould said "potential jobs do not outweigh the need to get the infrastructure, environmental protections and land-use controls right", and acknowledged that preliminary consultation (which ran 19 September to 17 October 2025) raised "legitimate concerns around insufficient infrastructure, environmental impacts, and the impacts on surrounding villages" alongside general support for jobs.
What it means for Menangle Park: this is the closest major jobs proposal to the suburb — just over the river — so if it proceeds, thousands of jobs could end up within a few minutes' drive rather than a commute up the M5 or F6. The flip side is traffic: a new Hume interchange and a Hume-to-Appin link road would change regional driving patterns for anyone heading out via Menangle Road or the motorway — see Getting around for how the roads work today. Nothing is changing on the ground yet, and there's no construction timeline.
What happens next: council will submit the draft planning proposal to the NSW Department of Planning, Housing and Infrastructure asking for a Gateway determination, which will set out further work required and include another round of community consultation. Rezoning is only the first stage — development applications would follow — so this is a years-long story. We'll keep tracking it, along with what the wider jobs pipeline means for property here.
