Bins, rates and getting things done with Campbelltown Council

Menangle Park is in the Campbelltown local government area, and Campbelltown City Council runs a three-bin kerbside system: red-lid general waste weekly, yellow-lid recycling fortnightly, green-lid garden organics fortnightly. The single thing worth knowing before your first bin night is that the green bin here is garden organics only — not food. If you have moved from a council with a food-and-garden bin, that habit will contaminate the load.

Collection day is Tuesday for every Menangle Park address, so the bins go out on Monday night. What changes week to week is which of recycling or garden organics goes out beside the red bin, and that you do look up rather than copy the neighbours.

What goes in each bin

Council is blunt about where the red bin goes: “Once your bin is collected, the contents are taken to Lucas Heights landfill and nothing is recovered.” That is the argument for getting the other two right.

For recycling, Council’s instructions cut against a few common habits. Keep recyclables loose — never bagged. Leave lids and labels on. Do not rinse; just empty jars and containers.

Finding your collection day

The Find my bin day page takes a street address or your device location and returns the day, plus which of recycling or organics falls this week. There is also a free app, My Waste Bin Campbelltown NSW, on iOS and Android: bin-night reminders, which week it is, an item search, service-disruption alerts, and buttons to book a kerbside clean-up or report a missed, damaged or lost bin.

Council has discontinued the mailed printed calendars, but a printable 12-month PDF is still available and Customer Service will post a printed copy on request.

We used to say we would not publish a collection day here, because the lookup is address by address and a staged estate could fall on more than one run. Checking every address in the lookup settled it: one run, Tuesday. What the lookup still does that this page cannot is tell you which week is recycling and which is organics for your address, and warn you about a disrupted collection.

Booking a bulky waste collection

Kerbside clean-ups are booked in advance, not left out on spec. Each household gets four entitlements per calendar year, and the size of the pile decides how many you use:

• A single collection — 2m wide x 1m high x 1m deep, so 2m³ — uses one entitlement.
• A double collection — 4m wide x 1m high x 1m deep, 4m³ — uses two.

So you can have four small clean-ups, two large ones, or a mix.

Council provides a booking status checker on the same page, which is worth using before you drag anything to the kerb.

Problem waste: the Community Recycling Centre

The things that must not go in any kerbside bin have a free drop-off: the Campbelltown Community Recycling Centre on Hepher Road, Campbelltown, open Monday to Saturday 7:00am to 4:00pm, closed Sunday and public holidays. Phone 02 4645 4000.

It accepts household and car batteries, fluorescent globes and tubes, smoke detectors, gas bottles and fire extinguishers, paint, aerosols, motor and cooking oil, mobile phones and accessories, X-rays, e-waste including TVs, computers, printers and small appliances, and clean flattened cardboard and paper. Residential quantities only — up to 20 litres or 20kg per item type.

The nearest tip

For loads the CRC will not take and a clean-up will not cover, Veolia’s Spring Farm Resource Recovery Park, 20 Barrow Road, Spring Farm NSW 2570 takes public drop-offs — the site formerly known as Jacks Gully Waste and Recycling Centre and the Macarthur Resource Recovery Park. It is about 17.5 km by road from the estate entrance, north up the Hume and back down through Narellan, so a 35 km round trip with a trailer. Phone Veolia on 1300 651 116. Hours: Monday to Friday 6:00am to 4:00pm, Saturday 8:00am to 4:00pm, Sunday 8:00am to noon.

Veolia describes the public drop-off as taking small quantities of paper, cardboard, metal, vehicle batteries, e-waste and sump oil from households and small businesses. Veolia publishes a NSW Waste Charges and Services Brochure, linked from the same page. For 2026-27 the Spring Farm minimum charge is $109 for general waste and $82 for garden organics, with tonnage rates of $612.75 for mixed putrescible material and $352.35 for garden organics. How rates work

Rates are calculated on the value of the land only. Buildings and other improvements are not counted, so a bare block and the same block with a new four-bedroom house on it are rated the same. Land values come from the NSW Valuer General and are generally revalued about every three years, and Council’s total rate income is capped through IPART and the NSW Minister for Local Government.

On top of the ordinary rate, a Menangle Park notice carries separate annual charges: a Domestic Waste Management charge — which covers supplying the three bins, collection and disposal, and the kerbside clean-up service — a Stormwater Management charge, and a Special Rate – Infrastructure levy.

Notices are issued each July. You can pay in full by 31 August, or in four quarterly instalments due 31 August, 30 November, 28 February and 31 May. There is no discount for early payment, and penalty interest applies to unpaid instalments. Eligible pensioners can claim a rebate of up to $300 a year, as Council’s rates page put it on 30 August 2026, and once granted the application is ongoing.

Reporting a problem

Council runs an online Apply/Report/Book/Track/Pay it hub, and says an online report has the same processing time as phoning Customer Service. The categories cover waste, recycling, street cleaning and graffiti; rates; animals and wildlife; parks and facility maintenance; parking; roads, footpaths, drainage and lighting; public health and environmental issues; and changing your name or address details.

The phone alternative is 02 4645 4000, Monday to Friday 8:30am to 4:30pm; outside those hours the same number redirects to an after-hours emergency call service for urgent council matters. For an interpreter, call TIS National on 131 450 and ask them to call Council.

Two things Council is not the right number for. Works on Sydney Water’s pumping stations and water main have their own project line, 1300 653 817. And for a builder’s noise or dust, Council’s stated test is whether the contractor is complying with their conditions of consent — which is a narrower question than “it is too early”, and is set out in living on a building site.
