A second Menangle Park planning agreement is on exhibition, closing 15 September

A second planning agreement for Menangle Park is on public exhibition, and submissions close Tuesday 15 September 2026. The draft — titled “Menangle Park Release Area – Vegetation Management Agreement” — is separate from the Menangle Park Release Area Planning Agreement executed in August 2024, which this site already tracks. Do not confuse the two: same release area, different documents, different obligations.

What it is

The draft is a voluntary planning agreement between Campbelltown City Council and Dahua Group Sydney Project 2 and Project 3, made under section 7.4 of the Environmental Planning and Assessment Act 1979. It answers a condition of development consent 3574/2019/DA-CW, the site-wide bulk earthworks and vegetation-clearance approval the Campbelltown Local Planning Panel granted on 23 October 2024.

Council’s officer report puts three things on the table:

• about $2.7 million of restoration, protection and establishment works by Dahua, over five years starting mid-2025
• about $1.4 million in monetary contributions for Council to manage the land after it is handed over
• land dedication valued at $2.00 — the report says this “represents the limited public utility value of the environmental conservation land being dedicated”

The land covers roughly 31.2 hectares at Howes Creek and the northern conservation area, about 2.4 hectares at Parks K and L, and a smaller area in Stage 6B. Two of those areas contain Elderslie Banksia Scrub Forest, which Council’s report describes as critically endangered.

The status, precisely

Council resolved on 11 August 2026, 13 votes to none, to endorse the draft for the purpose of public exhibition and to have a further report come back on the outcome. That is not the same as adopting it. The agreement is not executed and Council has made no decision to enter into it — this is on exhibition, not approved.

Three councillors — Mayor Darcy Lound, Cr Isabella Wisniewska and Cr Joshua Cotter — declared non-pecuniary interests in the area before the vote, each saying their property interest was “not impacted by the reports”, and remained in the chamber.

What it means for a household here

If you live near Howes Creek, the northern conservation area, Parks K and L, or the Stage 6B conservation pocket, expect exclusion fencing, tree guards, sediment fencing, weeding cycles and nest boxes on the neighbouring land for roughly five years from mid-2025. Submissions on the draft are open until 15 September 2026 through Council’s exhibition page.

What to watch

Council’s further report on the outcome of exhibition, and whether the agreement is subsequently executed. Two other Menangle Park items went to the same 11 August 2026 meeting: a rezoning request for three lots at Abercorn Grove and Binshaw Crescent, covered separately, and this vegetation agreement. Neither has a determination yet.
