Council to consider exhibiting a draft affordable housing plan on 8 September
Staff recommend Campbelltown City Council exhibit a draft plan requiring up to 10 per cent affordable rental housing on future density-uplift rezonings; it names Menangle Park but sets no suburb-specific target, and Council has not yet voted.
Campbelltown City Council staff are recommending the council exhibit a draft Affordable Housing Action Plan 2027–2036 at its meeting on 8 September 2026. Council has not voted on it — this is an officer’s recommendation on a forthcoming agenda, not a decision. Deferral is one possible outcome: Council has deferred at least one Menangle Park planning matter twice before. Treat everything below as proposed, and revisit after the meeting.
What officers are asking for
The recommendation is to endorse the draft “for the purposes of public exhibition and community consultation”, with a further report to come back on the outcome — exhibition, not adoption. The report says exhibition would run 28 days under Council’s Community Participation Plan; it gives no start or close date.
What the draft would require
Action 1.1 of the draft plan reads: “All planning proposals which involve an uplift in residential density will be required to provide up to 10% of dwellings as affordable rental housing,” timed for implementation in 2027. It is a ceiling, not a fixed rate — the plan says “the contribution rate will be identified through the planning proposal, with the LEP amended to specify the rate,” and it can be met by dedicating dwellings to a community housing provider or by an equivalent monetary contribution.
Where Menangle Park appears — and where it does not
The draft names Menangle Park four times: as a project “expected to contribute to affordable housing outcomes,” as a greenfield supply precinct alongside Gilead, in a lot-production count of 707 lots to June 2025 (against Gilead’s 350 — a production figure, not dwellings completed or households), and in a future-supply table. That table describes the East Village proposal as set to “increase dwelling potential from 340 detached dwellings to 2,000 apartments and multi-unit dwellings,” status “Awaiting Gateway Determination.”
The plan sets no Menangle Park-specific affordable housing target, and does not say whether the 10 per cent requirement in Action 1.1 would reach the East Village proposal at all — East Village was endorsed for Gateway before Action 1.1’s 2027 start date, and the plan separately treats greenfield precincts under the Western Parkland City SEPP, which requires at least 5 per cent of floor space for affordable rental housing and currently applies to the Gilead 2 precinct.
What it means for a household here
Nothing changes yet for Menangle Park specifically. If Council votes to exhibit the plan on 8 September, the practical question worth watching is whether a future Menangle Park rezoning — such as East Village, once and if it reaches a planning proposal stage that involves a density uplift — ends up subject to Action 1.1’s affordable-housing requirement, and at what rate.
